This tops a full skirt that has lots of fabric in it and could be worn over a crinoline if you wanted it even fuller

It has its original tie belt that can be used to cinch in the waist more

The skirt is also interlined in a silk organza

The fabric reminds me a bit of high end swimsuit fabric but is lighter
